The first phase of the Maharashtra government’s ambitious 100-day administrative reform programme, aimed at enhancing citizen-centric governance, concluded on Wednesday. Chief Minister (CM) Devendra Fadnavis said that all the departments have performed commendably over the past three months, adding that the outcome of the next 150-day phase will be announced on October 2, on the occasion of Gandhi Jayanti.
As part of this continued effort, CM Fadnavis directed officials to prepare the ‘Viksit Maharashtra 2047’ vision document, modelled on the national-level ‘Viksit Bharat 2047’ framework.
The CM felicitated the top-performing departments and officials involved in the reforms at Mantralaya in a ceremony on Wednesday. Departments that excelled in policy-making and execution were awarded certificates of appreciation.
Deputy CM Eknath Shinde, Chief Secretary (in-charge) Rajesh Kumar, and members of the state cabinet were also present for the ceremony.
Speaking at the event, Fadnavis said, “This programme wasn’t merely an initiative, but a defining phase in charting the direction of our administration. The emphasis was on three key pillars—citizen-centricity, operational ease, and accountability. Presentations were made on 10 focus areas, and work progressed accordingly.”
He also informed that 12,500 government offices were given the opportunity to implement reforms, with each of the 48 state departments submitting competitive presentations. “Each department created its own questionnaire and responded to it independently, clearly outlining their goals and responsibilities for the 100-day period,” said CM Fadnavis.
He also stressed the importance of structural reform in governance, stating that if implemented at an institutional level, they will ensure continuous administrative improvement.
The next 150-day phase for the administrative reform programme will go on till October 2. The programme will integrate technology-driven initiatives across government departments to shape the ‘Viksit Maharashtra 2047’ blueprint, informed Fadnavis. The government said it will involve collaboration among 16 key departments—agriculture, education, health, rural development, urban development, land, water, infrastructure, finance, industries, services, welfare, security, soft power, technology, and human resources—each working on short- and long-term goals, challenges, and strengths.
The vision document will be developed across three phases: 2029, 2035, and 2047. Key focus areas will include improving Ease of Living through better office services, enhancing Ease of Doing Business by simplifying business services, and promoting G2G (Government to Government) coordination for seamless inter-departmental functioning.

Speaking at the event, Deputy CM Shinde emphasised the need for greater synergy between governance and administration. “Both must work in tandem—like the two wheels of a chariot. Citizens shouldn’t have to visit Mantralaya for basic services; the aim should be to provide all amenities locally,” he said.
He also highlighted the success of the ‘Shasan Aplya Dari (Government at Your Doorstep)’ initiative and said that the 100-day action plan was another such effort aimed at improving administrative speed and responsiveness. “Many departments designed people-centric policies and performed outstandingly. Their work is commendable and sets a motivating example. The new 150-day action plan will further enhance the government’s image,” he added.
