Mumbai to get new leachate-free compactors, say BMC officials

Mumbai will soon get a new solid waste compactor that will not discharge leachate on the road, which causes odour, the city civic officials said on Tuesday. The Brihanmumbai Municipal Corporation (BMC) is in the process to invite tenders to appoint a new contractor for the transportation of solid waste to dumping grounds, they said. "The BMC has proposed a service-based contract system for solid waste management. Under this initiative, a unified mechanism will handle waste collection," said Dr Ashwini Joshi, Additional Municipal Commissioner. The new vehicles will have more capacity than the previous ones. This will reduce the number of trips and vehicles required. The current compactors have a 6-tonne capacity, and BMC operates around 1,000 compactors. The new compactors will have a 7-tonne capacity, reducing the number of vehicles needed to 600. With the increased capacity, fewer trips will be required. "These new compactors will also have an inbuilt leachate holding tank, which will prevent leachate from spilling onto roads during transportation," added Joshi. At least 25 per cent of trips will be reduced. Meanwhile, Mumbai currently generates around 7,200–7,300 tonnes of waste daily, which requires over 1,334 vehicles. BMC-owned vehicles will continue to operate, particularly in three civic wards: L – Kurla, M (East) – Govandi, and M (West) – Chembur, which are close to the dumping grounds and therefore excluded from the new model. Additionally, a centralised call centre will be established to ensure timely and effective grievance redressal related to waste management services. The BMC also plans to clean the city twice a day. Currently, only a few areas, such as Malabar Hill and Shivaji Park, are cleaned twice daily. This system will soon be implemented across the city. "For this afternoon cleaning shift, 3,500 BMC workers, currently working as motor loaders on the compactors, will be deployed," said Joshi. The second shift will run from 2 p.m. to 8 p.m. The BMC also plans to eliminate community bins. Dr Bhide said, "We are planning to scrap the community bins. As waste collection has improved, community bins are being phased out." Meanwhile, the BMC last appointed a contractor for waste transportation in 2017. The contract cost was ₹2,000 crore. The BMC will also use smaller vehicles to carry waste from narrow lanes, 15 per cent of which will be electric. Currently, 46 tempos are deployed to carry dry waste, and this number will be doubled, the officials said.

BMC faces monsoon challenge as Supreme Court orders civic polls in 4 months

Following the Supreme Court direction to the Election Commission of Maharashtra to conduct local civic elections within four months, the officials from the BMC are uncertain about conducting the polls during the monsoon. The term of Mumbai’s corporators ended on 8 March 2022. Currently, the BMC is being administered by the state, as the case regarding OBC reservation in civic elections and ward delimitation was pending in the Supreme Court. On Tuesday, the Supreme Court directed the State Election Commission to notify the election within four weeks, and an endeavour should be made to complete the process within four months, as per the law that existed in the state prior to 2022. A civic official from the election department said, "We are waiting for directions from the State Election Commission. Also, if the election has to be conducted within four months, it will fall during the monsoon season, making it very difficult to conduct the polls," officials added. As the Supreme Court mentioned that the election should be held as per the law existing in 2022, there is a possibility that the number of wards will remain the same. In 2022, the BMC conducted a lottery for 236 wards. Nine wards had been added through delimitation during the Maha Vikas Aghadi (MVA) government. In 2017, there were 227 electoral wards in the city. In May 2022, the BMC conducted a lottery for reservations without including the OBC quota. In July 2022, the BMC held a second lottery that included a 27 per cent OBC quota. Meanwhile, the process of conducting the election will take at least 82 to 84 days, the official added. This includes declaring the ward reservation lottery, accepting suggestions and objections, publishing the final voter list, accepting nomination forms, scrutinising them, and conducting the election.

Mumbai-Gandhinagar Vande Bharat train to get 20 coaches, check details

With a spanking new 20-coach Vande Bharat train to be inducted instead of the existing 16-coach one on the Mumbai–Gandhinagar Capital section, the additional four coaches will lead to the addition of 2.69 lakh passengers per year on the route. "Once introduced, the 20-coach train will benefit more passengers on this already well-patronised Mumbai Central–Gandhinagar Vande Bharat route," Western Railway Chief Public Relations Officer Vineet Abhishek said. Assessing its response of 150 per cent capacity utilisation, the Railway Board has approved a longer train for the Mumbai–Ahmedabad route. It was the country’s third Vande Bharat when introduced in September 2022. This train is operated by Western Railway, connecting Mumbai Central, Borivali, Vapi, Surat, Vadodara Jn, Anand Jn, Ahmedabad Jn, and Gandhinagar Capital. It is currently operated with train numbers 20901/20902 on a six-days-a-week basis. Rain, gusty winds hit parts of Mumbai

Several parts of Mumbai experienced rain, thunderstorm and gusty winds on Tuesday night, marking a sudden shift in the city’s weather. The showers brought much-needed relief from the recent spell of hot and humid conditions. In a nowcast warning issued at 9:35 pm, the IMD Mumbai said, "Thunderstorm accompanied with lightning and moderate spells of rain with gusty winds reaching 50-60 kmph very likely to occur at isolated places in the districts of Mumbai city, Mumbai suburbs, Thane, Palghar and Nashik during next 3-4 hours. Take precautions while moving out." A piece of cloth on the overhead wire near Dahisar led to multiple instances of sparking and power issues, the officials said. The repeated sparking caused momentary panic among passengers as it led to fluctuations inside the AC local train, they said. "Due to rain and wind over the Mumbai Suburban section, suburban train services were affected and running late. A piece of cloth has been reported hanging over the Overhead Equipment (OHE) on the Dahisar Up through line. Some local trains were temporarily regulated/held up and are running only after ensuring all safety measures," a Western Railway spokesperson said. Meanwhile, some services on the Central Railway (CR) were also affected after tripping of overhead equipment due to gusty winds and rains on Tuesday. A Central Railway spokesperson said that CR lines were also affected following tripping of overhead equipment in various sections following heavy wind and rain at around 9:30 pm on Tuesday. Some passengers were also stranded on the trans-harbour line as services were hit by rain and wind on May 6 night. Mumbai had been witnessing hot weather conditions for past several weeks. Apart from Mumbai, parts of adjoining Thane and Palghar also witnessed sudden showers. A similar weather alert was issued for adjoining Thane and Palghar districts of Maharashtra. The IMD also predicted thunderstorm accompanied with lightning, light to moderate rainfall and gusty winds at isolated places in Raigad, Pune, Jalgaon, Satara, Sangli, Kolhapur Beed, Jalna, Chhatrapati Sambhajinagar, Latur, Amravati, etc.  The weather department also an 'orange alert' for Nashik, predicting thunderstorm accompanied with lightning, gusty winds (50-60 kmph) and hail at isolated places. A similar alert was issued for Parbhani, Hingoli and Nanded districts in Maharashtra. Meanwhile, following the Mumbai rains, several social media users posted pictures and videos of the rains and gusty winds in parts of the city. Mumbai local train services on Western Railway and Central Railway were on Tuesday night affected after rain and gusty winds hit parts of the city, the officials said. A piece of cloth on the overhead wire near Dahisar led to multiple instances of sparking and power issues, the officials said. Water supply in parts of Thane to be affected on May 8 and 9, check details

The Thane Municipal Corporation (TMC) on Tuesday announced that water supply in some parts of the district will be affected on May 8 and 9. According to a Thane civic body statement, the water supply will be affected for 24 hours in several areas of Thane during the midnight on Thursday, 8 May 2025, to midnight on Friday, 9 May 2025. The water cut is due to important maintenance and repair work at the Jambhul Water Purification Plant, which is managed by the Maharashtra Industrial Development Corporation (MIDC), it said. The affected water supply line runs from Katai Naka to Thane district. Water supply will be affected in the following areas: - Diva and Mumbra (except some parts of Ward 26 and 31) - Parts of Wagle Ward including Rupadevi Pada, Kisannagar No. 2, and Nehrunagar - Kolse Khalsa Gaon area under the Manpada Ward "After the shutdown, the water pressure may remain low for 1 or 2 days, and residents are advised to take note of this temporary inconvenience," the Thane Municipal Corporation said. It said that the Thane civic body is urging the residents to use water wisely and sparingly during this period and cooperate with the TMC. No water cuts for Mumbai despite low lake levels, says BMC Meanwhile, the Brihanmumbai Municipal Corporation (BMC) has said it will not start water cuts for the city even as only 22.66 per cent of the water stock remains in its dams. The decision was taken after a high-level meeting held by Mumbai civic chief Bhushan Gagrani on Monday. Future decisions will be taken based on rainfall forecasts in coordination with the meteorological department, said the BMC. Gagrani, who held a high-level meeting with the civic hydraulic department, reviewed the current water stock. Additional Municipal Commissioner Abhijit Bangar, hydraulic engineer Purushottam Malvade, and other concerned officials were present during the meeting. Water stock in all seven lakes has decreased amidst heat leading to evaporation. The current water stock is 3.28 lakh million litres (ML) which is 22.66 per cent of the total capacity. The state government has allotted water from the reserved stock, the civic body said. According to the BMC, the state government irrigation department has approved 68,000 million litres from the Upper Vaitarna and 1.13 lakh million liters of the water from Bhatsa Dam reserved stock.

Fadnavis announces '150-day action plan' with focus on e-governance, services

Maharashtra Chief Minister Devendra Fadnavis on Tuesday announced a new '150-day action plan' focusing on e-governance reforms, and improvement in government services, an official statement said The announcement was made following a cabinet meeting on May 6. CM Fadnavis said that the detailed plan regarding the 150-day action plan will be shared on May 7. "The new initiative follows the completion of the earlier 100-day administrative reform programme, which focused on policy and governance changes," the statement said. It said that over 12,500 government offices across Maharashtra participated in the 100-day programme, including 48 departments in Mantralaya. Of the 902 identified policy matters, decisions were made on 706 subjects, resulting in both policy-level and procedural reforms. It further said that encouraged by the positive response, the Chief Minister launched the new phase, which will continue until 2 October and the aim is to improve how government works and deliver better services to citizens. CM Fadnavis explained that the 150-day plan will focus on three major areas including developed Maharashtra -- setting long-term goals for the years 2029, 2035, and 2047, e-governance reforms -- making government services more digital and efficient and administrative service improvements -- ensuring faster and better service delivery. He said, “The 100-day programme helped bring important reforms." The Chief Minister, who resumed office in December last year, had launched a 100-day programme aimed at accelerating governance and ensuring measurable outcomes across departments. as many as twelve out of the 48 departments within the Maharashtra government have secured a perfect score in their performance review, based on the 100-day targets set by CM Fadnavis, the officials had earlier said. The performance evaluation was part of a comprehensive accountability exercise, with each department assigned specific deliverables to achieve within the stipulated time frame. The goal was to foster a results-oriented culture within the administrative machinery, they had earlier said. On May 1, in a post on X, CM Fadnavis had stated that the department-wise performance statistics, stating that 12 departments successfully fulfilled 100 per cent of their designated objectives. These top-performing departments include Water Resources, Home, Rural Development, Animal Husbandry, Ports, Higher and Technical Education, Labour, Textiles, Cultural Affairs, Mining, Dairy Development, and the Employment Guarantee Scheme.

Road concretisation: BMC officials set May 20 deadline for PQC work completion

The final phase of the cement concrete roadwork has begun, and the Pavement Quality Concrete (PQC) work must be completed by May 20, 2025, the Brihanmumbai Municipal Corporation (BMC) officials said on Tuesday. The curing and finishing works can be completed by June 5, 2025, they said. Additional Municipal Commissioner (Projects), Abhijit Bangar held a meeting on Tuesday and set a deadline for Pavement Quality Concrete, a specialised type of concrete used for constructing the wearing surface of rigid pavements. He stated that after 5 June, no barricades from the Roads and Traffic Department should be seen on the city’s roads. "The goal is to provide citizens with safe, pothole-free, and traffic-ready roads before the monsoon," an official statement said. It said that Bangar also stated that all concrete pouring work must stop after 20 May to avoid delays. Roads under construction should either be completed or stopped at the nearest junction. He stressed that the focus is not on starting new work but on finishing existing projects on time to avoid inconvenience to the public, it said. The statement further said that to meet the deadline, BMC engineers must visit the work sites, monitor progress, and ensure that contractors follow the timeline. Any issues must be quickly reported to the senior officials. It said that Mumbai’s cement concrete roadwork is being carried out across 24 wards. A micro-planning strategy has been put in place to finish all concrete work by May 31, 2025. This allows for 14 days of curing and 3 days of finishing time before the monsoon hits. Bangar warned that if work continues past May 31, it may stretch beyond 15 June, which is not acceptable. He also directed that road levels must be even, especially where concrete and tar roads meet, the statement said. It further said that measures should be taken to prevent road slips and waterlogging during the monsoon and drains near roads should be checked and cleared of debris and construction waste to ensure smooth water flow. "Engineers were reminded that the aim is not to do as much work as possible in May, but to ensure that no work is left pending and that citizens face minimal disruption during the rainy season," the statement said.

AAP welcomes SC order on Maharashtra local body elections

The Aam Aadmi Party's (AAP) Mumbai unit on Monday welcomed the Supreme Court’s directive to the Maharashtra State Election Commission (SEC) to conduct Maharashtra local body elections within four months, calling it a much-needed restoration of constitutional democracy in the state. In a statement, AAP lashed out at the ruling Bharatiya Janata Party (BJP), accusing it of presiding over what it called an “organised loot” in the Brihanmumbai Municipal Corporation (BMC) and 27 other civic bodies across Maharashtra. The party alleged that the state’s largest municipal body, the BMC, has seen a substantial depletion of its fixed deposits due to unchecked administrative spending. “For over three years in the case of BMC and between three to eight years in 27 other corporations, citizens have been denied their right to elect representatives. This is a blatant subversion of democracy,” said Preeti Sharma Menon, AAP’s Mumbai President. “It is a crying shame that local urban bodies have been reduced to bureaucratic fiefdoms, with administrators acting as proxies for the Chief Minister.” Menon claimed that the absence of elected representatives has allowed lower-level bureaucracy to operate without accountability. “There is rampant rent-seeking, civic grievances are being ignored, and citizens have nowhere to turn,” she said. Welcoming the Supreme Court order as a “step towards restoring public representation at the grassroots level,” AAP asserted that it is ready to contest the upcoming elections. “The people of Maharashtra deserve better. AAP is not just an alternative but the solution to the mess that governance in this state has become,” the statement said. Menon emphasised AAP’s commitment to clean politics and a new political culture. “We are fully prepared to go to the people of Maharashtra and seek their mandate in favour of transparency, accountability, and service-driven governance.” The Supreme Court on Tuesday directed the Maharashtra state election commission to notify Maharashtra local body elections in the state within four weeks. A bench of Justices Surya Kant and N Kotiswar Singh said the contentious issue of OBC reservation in local body polls of Maharashtra will be as it existed prior to the 2022 Banthia Commission report. The top court accepted the commission report which recommended census to fix exact data on OBCs and reserve 27 per cent of seats for the category in local body polls in Maharashtra. The bench on Tuesday fixed a timeline for concluding the local body polls and asked the state panel to conclude it in four months and granted liberty to the state election commission (SEC) to seek more time in appropriate cases. The bench said the outcome of Maharashtra local body elections would be subject to decisions in pending petitions before the apex court. (With inputs from Agencies)

The court’s direction comes in response to repeated delays and legal complexities surrounding Other Backward Classes (OBC) reservations in local bodies. The apex court clarified that the elections will be subject to its final judgment on the OBC quota issue. “These elections are essential for workers of all political parties in the state,” Patil added. “Even though delayed by 3 years, I, on behalf of our party, express gratitude to the Supreme Court of the country for ordering these elections, which are crucial for nurturing new leadership and keeping democracy alive.” The Supreme Court has also allowed the Election Commission to seek an extension if conducting the elections within the stipulated timeframe proves challenging. However, Patil warned the state government against using this provision to postpone the polls any further. “We sincerely hope that the state government does not delay the elections by using the Election Commission as an excuse,” he said. The Supreme Court on Tuesday directed the Maharashtra state election commission to notify local body elections in the state within four weeks. A bench of Justices Surya Kant and N Kotiswar Singh said the contentious issue of OBC reservation in local body polls of Maharashtra will be as it existed prior to the 2022 Banthia Commission report. The top court accepted the commission report which recommended census to fix exact data on OBCs and reserve 27 per cent of seats for the category in local body polls in Maharashtra. The bench on Tuesday fixed a timeline for concluding the local body polls and asked the state panel to conclude it in four months and granted liberty to the state election commission (SEC) to seek more time in appropriate cases. The bench said the outcome of Maharashtra local body elections would be subject to decisions in pending petitions before the apex court. On August 22, 2022, the top court directed the SEC and the Maharashtra government to maintain the status quo with regard to the poll process for the local bodies in the state. The top court passed the order on a plea of the Maharashtra government seeking a recall of the apex court order by which it directed the SEC not to re-notify the poll process to 367 local bodies, where it has already begun, in order to provide reservation to OBCs. The state government came out with an ordinance providing 27 per cent reservation to the Other Backward Classes (OBC) in local body polls. The government then moved the top court seeking a recall or modification of its order. The top court on July 28, 2022, warned the state poll panel of contempt action if it re-notified the election process to such local bodies. The apex court quashed the SEC notification to provide 27 per cent quotas for OBCs in local bodies in 2021 and in December of the same year, it ruled reservation for OBCs in local bodies would not be allowed unless the government fulfilled the triple test laid down in the top court's 2010 order. The top court ruled the OBC seats would be re-notified as general category seats until then. (With inputs from Agencies)
