Finance Minister Ajit Pawar tabled his 11th state budget in the legislative assembly on Monday . Focused on infrastructure, agriculture and social welfare, the Maharashtra Budget 2025 outlines key allocations and policy measures. Here are the major highlights:
Industry development
- Maharashtra will announce the new Industrial Policy for 2025 soon. The Policy aims to attract investments worth Rs 40 lakh crores and create 50 lakh jobs over its five-year period
- The new labour rules will be framed as per the new labour code of the central government.
- The dedicated logistic infrastructure will be developed in more than 10,000 acres of land.
- Mumbai Metropolitan Region will be developed as an international level economic development center, i.e., a "Growth Hub". International level business centers will be established at seven locations, such as Bandra-Kurla Complex, Kurla-Worli, Wadala, Goregaon, Navi Mumbai, Kharghar, and Virar-Boisar. The objective is to increase the size of the economy of Mumbai Metropolitan Region from the current $140 billion to $300 billion by 2030, and to $1.5 trillion by 2047.
- Gadchiroli district, is now emerging as a "Steel Hub.", to improve transportation in the district with works worth approximately Rs 500 crores to be undertaken in the first phase.
- Package Scheme of Incentives of Rs 6,400 crores is proposed.
- It is estimated that electricity purchase costs will be reduced by Rs 1.13 lakh crores over the next five years due to energy sector planning and the procurement of low-cost green energy.
- "Maharashtra Technical Textile Mission" will be established
- Urban Haat Center" will be established in Nagpur
- Innovation City will be established in 250 acres of land in Navi Mumbai
Infrastructure development
- Vadhavan Port in Palghar district -The State Government has a share of 26%
- The third airport for Mumbai and the Mumbai-Ahmedabad bullet train station will be established near the Vadhavan Port. The port will also be connected to the Samruddhi Mahamarg.
- The work for the floating jetty at Kashid in Raigad district will begin soon.
- A policy will be announced to provide financial incentives for modern, well-equipped boats to ensure safe travel from Gateway of India, Mumbai to Mandwa and Elephanta.
- An externally aided project worth Rs 8,400 crores will be implemented in the coastal districts
- Maharashtra Sustainable Eco-Friendly Coastal Conservation and Management project - Works worth Rs 158 crores have been sanctioned at Deobagh in Sindhudurg district under Rs 450 crore "
- "Amritkal State Road Development Plan 2025 to 2047" will be prepared
- Under Asian Development Bank Project Phase-3, 23 works for roads spanning 755 Km worth Rs.6,589 crores been completed.
- Cement concreting work is in progress for roads spanning of Rs 6,000 km under the Revised Hybrid Annuity Scheme. The cost of these works is Rs 36,964 crores.
- Pradhan Mantri Gram Sadak Yojana, Phase 3-. It is proposed to complete the construction of 1500 kms of road network in the year 2025-26.
- Chief Minister's Village Road Scheme-3, 3,582 villages with a population exceeding 1,000 will be connected to major district roads, state highways, or national highways via cement concrete roads stretching over a length of 14,000 km. The total cost of this project is Rs 30,100 crores.
- Agro-logistic Hubs will be developed along Hindu Hrudaysamrat Balasaheb Thackeray Samridhi Mahamarg. This initiative will primarily benefit farmers from the Vidarbha and Marathwada regions.
- Maharashtra Shaktipeeth Highway, covering a length of 760 km and costing Rs 86,300 crores -Land acquisition process is in progress.
- An elevated route from Thane to Navi Mumbai
- Swatantryaveer Savarkar Versova Vandre Sea Link project, spanning 14 km between Bandra and Versova, at an estimated cost of Rs 18,120 crores, is scheduled to be completed by May 2028.
- Work for Pune to Shirur road spaning 564 km worth Rs 7515 crore will be undertaken. Also 25 km Road from Talegaon to Chakan including 4 elevated roads will be undertaken for which estimated expenditure is Rs.6,499 crore
- A total of 143.57 km of metro lines will be operational for the citizens of Mumbai, Nagpur and Pune metropolitan cities. A total of 64.4 km of metro lines, including 2 km in Pune and 23.2 km in Pune, will be operational in the next five years.
- Nagpur Metro, second phase is in progress, - cover a distance of 43.80 km costing Rs 6,708 crore
- Metro work to be taken up soon-Chhatrapati Shivaji Maharaj International Airport to Navi Mumbai International Airport
- Navi Mumbai International Airport in 1,160 hectares at Ulwe in Navi Mumbai 85 per cent of work completed - domestic flights will operate in April 2025.
- Dr. Babasaheb Ambedkar International Airport in Nagpur -Upgradation and modernization
- Shirdi airport - Development works worth Rs 1,367 crore of approved, night landing facility to be started soon.
- Belora airport in Amravati - start passenger services from March 31, 2025
- Ratnagiri airport works worth Rs 147 crore in progress
- Survey and exploration work of new airport at Gadchiroli is in progress.
- Akola airport - necessary funds for expansion will be made available. MSRTC- convert 6,000 diesel buses into CNG and LNG buses -Government fund for purchase of new buses
Agriculture and allied sectors
- Nanaji Deshmukh Krishi Sanjivani Project second phase - will be implemented in 7,201 villages in 21 districts at an outlay of Rs 351.42 crore.
- "Artificial intelligence" technology -In agriculture - 1 lakh acres of land will be benifited of 50,000 farmers in the first phase - Rs 500 crore fund in two years.
- Maharashtra Irrigation Improvement Programme- Rs 5,036 crore sanctioned for improvement of canal distribution system.
- Under Jalyukt Shivar Campaign 2.0, -A total of 148,888 works costing â¹4,227 crore will be undertaken in 5,818 villages, all works to be completed by March 2026.
- The "Galmukt Dharan- Galyukt Shivar" scheme will be implemented permanently.
- Wainganga-Nalganga river linking project - in-principle approval. Estimated cost: â¹88,574 crore; benefiting an area of 371,277 hectares.
- The Nar-Par-Girna river linking project will benefit 49,516 hectares in Nashik and Jalgaon districts. Estimated cost: â¹7,500 crore.
- The Damanganga-Ekdare-Godavari river linking project worth â¹2,300 crore will provide 3.55 TMC of water.
- The Tapi Mega Recharge irrigation project, worth â¹19,300 crore, will benefit farmers in the saline areas of North Maharashtra and Western Vidarbha.
- A project to divert 54.70 TMC of water from the Ulhas and Vaitarna river basins in Konkan to the Godavari basin - will provide irrigation water for around 240,000 hectares in Marathwada.
- Mhaisal Lift Irrigation Scheme in Sangli district- Approval for the solar power project -200 MW- costing â¹1,594 crore
- The Gosikhurd National Project created 12,332 hectares of irrigation capacity by December 2024, - Project completion targeted for June 2026.
- MoU signed for 38 lift hydroelectric projects, attracting â¹2.95 lakh crore investments and 90,000 employment Generation.
- Under the Mukhyamantri Baliraja mofat veej yojna, 45 Lakh agricultural pumps up to 7.5 HP will get free electricity.
- National Natural Farming Mission, â¹255 crore will be allocated over the next two years for 2,13,625 farmers
- A project worth â¹8,200 crore - to process sewage in municipal areas.
- â¹4,300 crore bamboo plantation project will be implemented to promote bamboo-based industries.
- "International Cooperative Year-2025," Various programs and festivals will be organized with adequate funding.
- Balasaheb Thackeray for agricultural business and rural transformation. (SMART)-â¹2,100 crore project
- Maharashtra Agribusiness Network - Magnet 2.0" project- â¹2,100 crore " a hub of sustainable, high-value agricultural businesses.
- Mukhyamantri saur Krishi vahini yojna 2.0 will be implemented in 27 districts to ensure reliable daytime power supply for farmers. A new scheme "Baliraja Farm and Pandan Road" - for transportation of seeds, equipment, fertilizers, and agricultural produce.
Social sector
- To achieve the goal of "Housing for All" in the next five years, the state will soon announce a new housing policy. Under Pradhan Mantri Awas Yojana (Rural) Phase-2, 20 lakh houses approved, the state government will increase the subsidy for house construction by â¹50,000. For Pradhan Mantri Awas Yojana (Urban), â¹8,100 crore will be allocated. Subsidies will also be provided for the purchase of solar power systems under the Pradhan Mantri Suryaghar veej yojana Scheme.
- Under the Food Security Scheme, supply chain and blockchain technology will be used to make the transportation and distribution of subsidized grains more transparent and efficient.
- Jal Jeevan Mission in 2025-26 - an outlay of 3,939 crore
- Godavari Basin Recharge and Marathwada Grid Projects worth â¹37,668 crore will be implemented
- â¹1,484 crore has been allocated for Phase-2 of the Swachh Bharat Abhiyan (Rural) for 2025-26.
- Referral hospital 200-bed in Thane, and 100-bed in Ratnagiri district, a 200-bed super-specialty hospital in Raigad district.
- A total of 22 welfare schemes will be implemented for the Dhangar and Gowari communities, modeled on tribal sub-plans.
- Adequate funding will be provided for the Minority Research and Training Institute.
- A minimum of 1% of the District Annual Plan fund will be reserved for the welfare of Divyangjan.
- All schemes of 18 corporations of various communities will be made available on a single portal.
- Chief Minister's Mazi Ladki Bahin Yojana, around 2.53 crore women beneficiaries will receive â¹33,232 crore. For 2025-26, â¹36,000 crore will be allocated. with special plans to further encourage women groups utilizing the subsidy.
- "Lakhpati Didi" - objective for 2025-26 is 24 lakh.
- "Umed Mall" in 10 districts -In the first phase, â¹150 crore will be allocated.
- Shiv Chhatrapati Sports Complex in Pune -Sports facilities will be renovated.
- A minimum of 1% of the District Annual Plan fund will be reserved for the maintenance and repair of sports complexes.
- New high-tech command control center based on artificial intelligence will be established at the office of the Commissioner of Police, Mumbai
- Maharashtra Cyber Crime Security Corporation will be set up for cyber security.
- 18 new courts will be established in the state.
Tourism and monuments
- Tourism Policy-2024, an investment of â¹1 lakh crore in the tourism sector is planned over the next 10 years.
- A grand memorial of Chhatrapati Shivaji Maharaj will be constructed in Agra.
- Shivsrushti project in Ambegaon, Pune -â¹50 crore will be allocated.
- A grand memorial for Chhatrapati Sambhaji Maharaj will be built in Sangameshwar, Konkan.
- A memorial will be built in Panipat, Haryana, will symbolize Maratha valor.
- Adequate funds will be provided for an international-standard memorial for Bharat Ratna Dr. Babasaheb Ambedkar at Chaityabhoomi, Dadar, Mumbai.
- A grand memorial for Bharat Ratna Atal Bihari Vajpayee will be constructed in Mumbai in his birth centenary year.
- â¹220 crore will be allocated for the second phase of the Late Balasaheb Thackeray National Memorial.
- A memorial and women's training center will be established at the birthplace of the first female teacher, dnyanjyoti Savitribai Phule, in Naigaon, Khandala Taluka, Satara District.
- Adequate funds will be provided for the memorial of Sahityaratna Lokshahir Annabhau Sathe at his birthplace in Wategaon, Walwa Taluka, Sangli District.
- 2027, Simhastha Kumbh Mela in Nashik, - a "Namami Godavari" campaign outline has been prepared, and a special authority will be established for the systematic organization of the event.
- â¹146.10 crore will be allocated for the development of Ramkund, Kalaram Temple, and Goda riverbank in Nashik under the Ramkal Path Development Project
- "Durgram to Sugam" program - 45 locations will be connected via ropeways.
- Development works will be undertaken for the sacred sites of the Mahanubhav Panth.
- Renovation of the Shri Ram Temple and cultural festival organization in Ramtek.
- A glass skywalk -in Malshej Ghat, Murbad Taluka, Thane District.
- October 3 will be observed annually as Classical Marathi Language Day, with October 3-9 celebrated as Classical Marathi Language Week, and a Translation Academy will be established.
